The steering committee behind the proposed Vredehoek City Improvement District (CID) now has until 30 November 2026 to obtain the required support for the establishment of the district, after the City of Cape Town extended the administrative deadline.
According to the committee's latest notice, more than 54% of affected ratepayers have already given their consent. Fewer than 180 further consents are needed to reach the 60% threshold.
The committee says it has received an average of more than 20 consents per day over the past month, and more than 40 on Saturday 31 October.
For a residential CID, at least 60% of affected property owners must give consent before an application can be submitted to the City of Cape Town . The required support does not, however, mean that the city council will automatically approve the application.

What is proposed for Vredehoek?
The CID will, if approved, deliver additional services in the area. It is funded by an additional levy on properties within the approved boundary and does not replace existing city services.
The proposed residential levy is approximately R63.83 per R1 million municipal value per month, including VAT. The tariff still needs to be approved by the city council. Read here what the levy means for property owners.
According to the steering committee, the proposed services include:
- Two patrol vehicles, each with one security officer, operating 24 hours a day, and two foot patrollers during the day.
- Direct monitoring of up to 300 street cameras – up to 200 existing cameras and up to 100 new cameras over five years.
- A dedicated law enforcement officer contracted by the City.
- Street cleaning scheduled around refuse removal days.
- Social support for people sleeping on the street.
- A full-time CID manager and a part-time assistant.
The committee says the CID will also be able to engage with city departments on behalf of the community on issues such as broken street lights, and represent the community at community safety forums.
