The ANC’s National Executive Committee has ruled out the recall or resignation of President Cyril Ramaphosa following the Constitutional Court’s Phala Phala ruling.

Mbalula: mandate is intact
Secretary-General Fikile Mbalula said on Friday, 15 May 2026, that the NEC unanimously endorsed Ramaphosa’s decision to launch a High Court review of the Section 89 Independent Panel report. He confirmed the recall was never discussed.
What the court did not order
Mbalula stressed that the Constitutional Court did not order an impeachment trial, did not find the president guilty, did not direct his removal and did not endorse the panel’s findings. The NEC reaffirmed Ramaphosa’s mandate as ANC President and as head of the Government of National Unity.
