The DA bill to replace BEE is heading for its first reading in Parliament, with the Democratic Alliance briefing media on Wednesday, 6 May 2026 ahead of that reading. The party says the new framework would focus on expanding opportunity, job creation and economic inclusion for all South Africans.

What the DA proposes

The DA’s alternative framework targets disadvantage through expanded opportunity and prioritises economic growth. The party says the proposed law would ensure empowerment policies benefit the majority rather than what it describes as a politically connected few. The Bill text and detailed criteria will be presented at the briefing.

Briefing details and speakers

DA Head of Policy Mat Cuthbert will lead the briefing, joined by DA Chief Whip George Michalakis and DA National Spokesperson Karabo Khakhau. The briefing takes place at 10:15 in Room M24 of the Marks Building, Parliament, Cape Town. Members of the media are invited to attend.
