SASSA appeal process: how to appeal a declined grant

Quick summary

  • The SASSA appeal process is managed by the Independent Tribunal for Social Assistance Appeals (ITSAA), not SASSA itself.
  • You have up to 90 days from the date of decline to submit an appeal.
  • ITSAA usually takes 60 to 90 days to process appeals.
  • Appeals are lodged online at srd.sassa.gov.za/appeals.
  • A successful appeal results in back-pay for the months you were declined.

Knowing the SASSA appeal process gives you the best chance of overturning a declined application. If your Social Relief of Distress (SRD) grant has been rejected, you do not have to accept the outcome. South African law gives every applicant the right to lodge an appeal under the Social Assistance Act 13 of 2004.

This guide explains who reviews appeals, how long you have to act, and what to do while you wait for the outcome.

Who handles SASSA appeals

SASSA does not review its own decisions on appeal. The Independent Tribunal for Social Assistance Appeals (ITSAA) sits separately and reviews declined applications. ITSAA falls under the Department of Social Development, which keeps the process at arm’s length from the agency that made the original decision.

Once you submit an appeal, your file moves from SASSA’s system to ITSAA. ITSAA cross-checks your information against Home Affairs, SARS, UIF, NSFAS and bank records before making a ruling.

How long you have to appeal

You must submit your appeal within 90 days of the date you were notified of the decline. SASSA recommends acting within 30 days where possible, but the legal window is 90 days. Anything submitted after that risks being rejected as out of time.

Each declined month must be appealed separately. If you were declined in March, April and May, you have to lodge three separate appeals.

Where to lodge your appeal

The appeal process is fully online. You will not find an appeal form at a SASSA branch.

To lodge an appeal:

  • Go to srd.sassa.gov.za/appeals
  • Enter your South African ID number and the cellphone number registered with SASSA
  • Request the OTP and enter it on the next screen
  • Select the month or months you want to appeal
  • Choose your reason for appeal from the dropdown menu
  • Submit the appeal and save the reference number

Keep a screenshot of the confirmation. You will need it if you have to follow up.

How long the appeal takes

ITSAA processes most appeals within 60 to 90 days. Some are resolved faster, but you should not expect an outcome in under two months.

Check the status at any time by returning to the appeal portal and entering your ID number. The status will show as pending, approved, or unsuccessful.

What happens if your appeal is successful

If ITSAA approves your appeal, your grant status changes to approved for the declined month. SASSA then processes back-pay for that month. Payment is made into the bank account or collection point already on your profile.

You do not need to do anything extra. The system updates automatically once the outcome is captured.

What to do if the appeal is rejected

If ITSAA rules against you, the SASSA appeal process is finished for that month. You cannot appeal an ITSAA decision again for the same month. Your options narrow to:

  • Submitting fresh appeals for any other declined months still within the 90 day window
  • Reapplying for future months if your circumstances change
  • Approaching the High Court for judicial review, which is costly and rarely used

Common mistakes that slow down appeals

Applicants often delay their own appeals by overlooking simple steps.

The frequent mistakes are:

  • Using a cellphone number that is no longer registered with SASSA
  • Submitting an appeal for the wrong month
  • Forgetting to update banking details before the appeal goes through
  • Lodging the appeal after the 90 day deadline

Avoid these and your file moves through ITSAA without unnecessary holdups.

After the appeal outcome

A successful appeal does not guarantee future approvals. SASSA reviews your means test every month, so a new month brings a new decision. If your income or bank deposits change, you may be declined again the next month.

If you need to update your details before the next payment cycle, follow our guide on the SASSA banking details update.

The SASSA appeal process is your legal right. Use it within the 90 day window, submit accurate information, and follow up using the reference number you receive.
