CAPE TOWN. – Vredehoek residents and property owners can have their say on a proposed Vredehoek CID, a community-led City Improvement District that would fund extra safety, cleaning and public-space services across the suburb. The proposal goes to its first public meeting later this month.

The Vredehoek CID would be funded by an additional rate on properties within the CID area and run by a non-profit company if the City of Cape Town approves it. According to the steering committee, chaired by Greg Kempe, the proposed residential rate is R61.62 per million rand of property value a month, including VAT.

What the Vredehoek CID would fund

Public safety is the biggest focus. The plan provides for 24/7 vehicle patrols and camera monitoring, a central control room, and a dedicated City of Cape Town law enforcement officer. That officer carries a firearm and has the power to enforce by-laws, issue fines and, in some cases, make arrests.

The CID also targets cleanliness. A cleaning team would work seven days a week, with cleanups timed around refuse collection days to cut the mess left by bin-picking. Maintenance plans cover reporting and tracking potholes, damaged pavements, broken streetlights and blocked drains, plus an agreement with the City to repair small potholes locally.

To address homelessness, a social programme would deploy outreach and peer-support staff and a registered social worker, link willing individuals to shelters and support services, and offer paid work through the cleaning team.

The first public meeting takes place on 24 June 2026 at 18:30 at Cape Town High School, Hatfield Street. Residents can review the draft business plan and submit written comments by 27 July 2026 to [email protected].
