The proposed Vredehoek City Improvement District (Vredehoek CID) received more than 1 300 votes in the first month of its voting process, with about 95% supporting the proposal.
Greg Kempe, a member of the Vredehoek CID steering committee, released the figures in a feedback message on 7 October.
“We have had a wonderful response. We received more than 1 300 votes in just the first month, which is truly excellent,” Kempe said.
Vredehoek CID more than halfway to 60% threshold
According to Kempe, about 5% of the votes were objections. By that date, support represented roughly 37% of the affected property owners – more than halfway to the required consent threshold of 60%.
The threshold applies to all proposed additional ratepayers in the area, not only those who have already voted. The final consent and objection figures must be audited and verified by the City of Cape Town.
What the CID will do and cost
The proposed CID aims to fund supplementary services for public safety, cleaning, parks and public spaces, as well as social engagement. These will supplement existing municipal services and be funded through an additional property rate within the approved area.
According to the business plan, the proposed residential rate is approximately R63.83 per R1 million of municipal property value per month, including VAT. The final rate must still be approved by the City. The area covers Vredehoek and Devil’s Peak.

Deadline of 31 October
With the administrative deadline of 31 October approaching, Kempe is asking property owners to formally register their choice.
“Please submit your vote, whether consent or objection,” he said. “If you object, please also submit your objection so that it is recorded.”
He also encouraged residents to talk to their neighbours and help them make an informed decision based on the available facts.
The required support must be obtained before the application is submitted to the City by 31 October. The proposal will then still be subject to the City’s consideration and council approval. If approved, the earliest possible start date is 1 July 2027.
