Memorandum to government on animal protection
The Stand for Justice for Animals centres on the handover of a memorandum to the South African government. The memorandum sets out a constitutional vision for recognising and protecting animals within the country’s legal framework. It outlines proposals to align animal protection more closely with constitutional values, strengthen existing laws, acknowledge animal sentience and support systems that promote animal flourishing.
Why the Constitution matters for the Stand for Justice for Animals
The event raises a shared concern. South Africa’s Constitution is globally recognised for its commitment to dignity, equality and freedom. Yet animals remain largely absent from its direct consideration, despite being sentient beings with intrinsic value who are affected by law and policy. The 30-year anniversary creates a moment to widen the constitutional conversation.
Voices behind the campaign
Amy P. Wilson, Executive Director of Animal Law Reform South Africa, said the Constitution continues to shape how South Africans understand freedom, justice, dignity and inclusion. “This stand creates an opportunity to reflect on how those values might be more fully realised by engaging with how the law recognises and protects animals as vulnerable members of our shared society.”
Chad Cupido, Executive Officer of Beauty Without Cruelty South Africa, described animals as sentient beings whose lives are deeply affected by laws, systems and choices. He framed the event as a wider call for compassion, accountability and legal reform.
Tony Gerrans, Executive Director of Humane World for Animals, was direct. “Government continues to engage only superficially on this issue. We need to make animal protection a political issue and demand changes that result in meaningful impact in reducing animal suffering on the ground.”
Animal Welfare Bill in development
The stand takes place at a sensitive policy moment. The Department of Agriculture is developing a new Animal Welfare Bill. The campaign organisers describe this as a critical window for public engagement on the future direction of animal protection in South Africa.
The event is co-organised by the Animal Law Project, Animal Law Reform South Africa, Beauty Without Cruelty and Humane World for Animals. The campaign is grounded in the principle of Ubuntu, the understanding that “we are because of one another”, and asks what it might mean to extend this principle in a legal and societal context to include all beings.
